A long time ago when I first got Norton 15 ... folks here helped me with what to back up (see thread http://radified.com/cgi-bin/yabb2/YaBB.pl?num=1367693795)

I screwed up Win 7 and want to restore just the Windows 7 partition.

Following these guidelines I should be OK just restoring Win 7.

According to the directions the Recovery partition should NEVER change.  Well I have been backing that up and the Recovery partition size changes a bit from time to time. 

I need to go back several months to fix my problem.  Should I just restore the Win7 partition or both Win7 and Recovery partition?

I  looked at that other thread and I think just restoring your Win7 partition should be sufficient. If not, restore the Recovery partition too.
