A source close to.....
•A letter police believe to have been left by the sniper behind the Ponderosa Steakhouse in Ashland, Virginia -- the scene of Saturday night's sniper shooting -- contained a phone number. Police were instructed to call the sniper at that phone number to establish communication.

I was surprised that someone should give the police a phone number so that they can call him.
I mean that doesn't make sense .
What I think he did is he delivered his garbeled message
onto a phonemailbox (voicemail?)of a real person
and gave that persons number to the police.
He delivered his message via that public telephone
that everyone watched on TV when the mexican was
arrested.
So the police is not following the lines in realtime
They only know the facts after some time and that
is too late to catch him.

Right now there are some more cryptic messages
from Charles Moose :

"Call us at the same number you used before to obtain the 800 number that you have requested. If you would feel more comfortable, a private post office box or another secure method can be provided," Moose continued.

Mosse wants a direct call so that they can trace him
in realtime.
