Instead of manually deleting all Recovery points, you can use the "Optimize Recovery Point  Storage" feature in Norton Ghost. This will automatically delete the old recovery points. You can also limit the disk usage for Recovery Point Storage using this option. To use this option, please follow the steps:

1 Open Norton Ghost program.
2 In the left pane, click Recover.
3 In the right pane, click Optimize Recovery Point Storage.
4 On the Tasks menu, click Options.
5 Check Monitor disk space usage for recovery point storage, and then drag the slider to indicate the amount of disk space to be used for recovery point storage.
If you indicate that all disk space should be used, Norton Ghost notifies you when the disk reaches 90 percent of its total capacity.
6 Do one of the following:
 
#If you want Norton Ghost to automatically optimize the storage space without any prompts, click Automatically optimize storage. Norton Ghost automatically deletes old recovery points to prevent them from exceeding the storage size that you specified.

#If you want Norton Ghost to notify you when the storage size that you specified is exceeded, click Warn me when recovery point storage exceeds threshold. Norton Ghost prompts you when the Recovery point storage location is out of drive space. To fix the problem, click Yes, and then delete old recovery points.

7Click OK.
8 On the File menu, click Exit to close the Optimize Recovery Point Storage window.

This will take care of the issue.

It's because of FireFox! (another app that still running and took a lot of RAM - IMO)    When I closed it, then the backup/create recovery points started normally again.
