Partition & format programs for NTFS

Does anyone know of a program, equivalent to what FDISK (& the format command) is for FAT32 file system ; for the NTFS file system. FDISK doesn't work to create/delete partitions & format them on a NTFS file system. Running Win XP SP3 with 160 GB IDE & 500 GB SATA HD's.

Also, if I want to convert existing partitions from FAT32 --> NTFS (non destructively, i.e. without losing data), how do I go about this? I would like to have a cluster allocation size of 4 KB for the conversion.

PS:
I have tried Acronis Disk Director & Partition Magic (old version 8, from PowerQuest) from a boot disk to make the conversion, but without good results.
FDISK's main strength is it's compatibility. Would like to know of a similar program, if it exists (preferably one that can be started from DOS prompt) for NTFS. The formatting part can be done from the Management Console, but it won't do the conversion.
