"Access denied" when trying to enter a command in XP's Recovery Cons

I have a "NTDLR Missing" problem that I am trying to solve via the Recovery Console. I have two commands to enter that I found on a MS Forum. However, when I try to enter them "Access Denied" appears.
Here are the commands:
copy d:\i386\ntdlr c:\
copy d:\i386\ntdetect.com c:\
There is a space after "Copy" and before "c"
Obviously, my "administrator's password" was accepted or I would not have proceeded this far.

Perhaps the drive C: is readonly for some reason. Are you sure your installation is on c:? It's not all that uncommon for the drive letters to turn out differently.
