Why does IE7 change *.tar.gz file to *.tar.tar when downloading?

Hi.

I am downloaing a copying of the latest version of the YaBB forum software (v.2.2.1):

http://www.yabbforum.com/downloads.php

I use the *.zip version for my local files, but upload the *.tar.gz version to the server and extract it there (much easier than uploading a million individual files).

When I download this file however, the download mechanism in IE7 automatically changes it to *tar.tar

Why?

Is this just occurring on my PC, or do you get the same?

Once it's sitting on my hard drive, I can rename the file to *.tar.gz, or even rename it in the follow-up download box, where a download location/directory is specified.

But I'm curious as to why this occurs.

This auto-renaming doesn't occur in Firefox, or SeaMonkey or even Opera. Just IE.

Moreover, the file with extention *.tar.tar is no good on my hard drive. I can't use it (until I rename it to *.tar.gz).

Insight?

I'm sure it has something to do with Windows file associations - it sees that it is a tar file and tries to make sure it has a .tar extension.  Just another annoyance that you have to live with if you choose to use IE, although I don't understand why people do it.
