Black Beast Monitor and Video Card options

I am going to build a computer for a friend, who's main use is for Adobe Photoshop , MS office programs, and internet.
He does not do video just still pictures.
No children at home no game playing.
My question is as to best Monitors and Video card.
I have never used Photoshop.
For Photoshop work would it be a distinct advantage to have one monitor an LCD for reading program instructions and one for editing the picture itself? Does that make any sence?
Video Card for Photoshop?

if no games, then forget about 3d performance.
the best 2d performance usually comes from matrox.
dual-monitors would help, but it depends what he does. if he needs dual monitors, he probably knows it already.
depends on what he wants to spend.
