stop XP from assignin drive letters after cloning

Hi Guys I hope someone can help me with this.

I have 1 HDD with two Partitions
1:1 FAT32 DOS (recovery Partition)
1:2 NTFS XP (windows)

In XP all I have is C: visible which is Windows.   For the DOS partition i deleted the assigned letter and mounted it to a Folder.  (C:\restore) so I can still access it.

Well I create a Ghost Image using ghost 2003.  So far so good.

Well If i re-image the HDD with the ghost image, upon booting up windows assign a drive letter to the DOS partition that i had mounted to a folder(C:\restore)  So now I have to delete the assigned letter again, delete the c:\restore folder and remount it.  How can I stop windows from Assigning a drive letter to the DOS partition. 

I thought if i do a CLONE of the HDD, when I re-image the HDD, all the settings will stay the same.  Why cant ghost or XP keep the cloned image intact upon booting to XP. 

If someone has a workaround this, Please Help me I am pulling my hair out to get this to work.  Please Help me.
