i understand that you could not find the entry for norton personal firewall in the control panel

NPF (Norton Personal Firewall) is a componant of NIS (Norton Internet Security) in that case

open APPWIZ.CPL

select   Norton Internet Security

click change and select modify and check you might find NPF as a componant of NIS
