Well, that type of restore is usually used by OEM's to *deploy* a system image to multiple systems--you create a *base image* that can be installed on any machine, the installation process detects the hardware and sets things up, and then requires activation.
You install all the software you want in your *base image*, then use Microsoft's *Sysprep* program to make your *base system* deployable. Then use Ghost to make an image of that deployable system.
But, most Ghost users aren't interested in going back to some initial system that is 6 months, a year, or however long ago it was when you created that *base system*--most folks want to be able to restore their system to the state it was last week, or yesterday--if something has gone wrong!!! Which is what you indicated here:

There can be reasons for this problem--the most common is making an image of a system that is a Dell, or other OEM that has additional hidden utility and/or restore partitions on their system HDD that are not taken into consideration when restoring the backup image--in this case the *boot.ini* file can be pointing to the wrong partition to try to boot from!!!
